General Responsibilities of the Divisional Commissioner

01. Revenue-Related Functions:

  1. Performing duties as the Chief Revenue Officer of the division.

  2. Supervising activities related to the allotment of agricultural and non-agricultural khas lands and other government properties.

  3. Supervising land acquisition, requisition, and reversion of unused acquired land to khas category.

  4. Monitoring the collection of government dues.

  5. Hearing appeals in revenue cases.

  6. Investigating and addressing complaints related to revenue.

  7. Supervising the management and development of local markets (hat/bazaar).

  8. Monitoring the management of Sairat Mahals.

  9. Supervising vested, khas, abandoned properties, sand and stone quarries, water bodies, and other government assets.

  10. Resolving inter-district boundary disputes.

  11. Preparing land use maps of fallow lands and overseeing land survey and management programs under DGLR office.

  12. Submitting consolidated reports and returns to the Ministry/Land Reform Board.

  13. Supervising agricultural and non-agricultural khas land as per policy.

  14. Supervising government rehabilitation programs for the poor and landless such as housing, model villages, cluster villages, and climate-resilient rehabilitation projects.

  15. Assisting in the implementation of government land reform policies.

  16. Assisting in the execution of court judgments/decrees/orders.

  17. Supporting the introduction of land zoning to protect valuable agricultural land from non-agricultural expansion.

  18. Empowering Rent/General Certificate Officers.

  19. Posting and transferring Assistant Commissioners (Land).

  20. Administering the functions of the Kanungos.

  21. Transferring third and fourth class revenue employees between districts.

02. Executive Magistracy Functions:

  1. Supervising and controlling the functions of Executive Magistrates in districts.

  2. Inspecting the courts of Executive Magistrates.

  3. Exercising general control over police activities related to criminal offense prevention under police laws and regulations.

  4. Submitting reports on criminal justice administration to the government.

  5. Supervising and controlling mobile court activities under the Mobile Court Ordinance, 2009.

  6. Supervising and ensuring quick disposal of sensitive and high-profile cases.

  7. Supervising the withdrawal of political and harassment-related cases.

  8. Supervising proceedings disposed of under various sections of the Criminal Procedure Code.

03. Law and Order Maintenance:

  1. Ensuring overall law and order in the division for public peace and safety.

  2. Initiating activities to reduce crime rates.

  3. Taking effective measures against serious crimes.

  4. Serving as Chair of the Divisional Law and Order Committee; convening meetings involving officials and citizens to take necessary action.

  5. Proposing new police stations, investigation centers, and outposts for effective law enforcement.

04. Education:

  1. Supervising quality education initiatives.

  2. Monitoring and ensuring 100% enrollment of children within catchment areas.

05. Food and Disaster Management:

  1. Reviewing progress on implementation of Food for Work, Test Relief, and related projects.

  2. Encouraging District Commissioners and stakeholders to follow Standing Orders on Disasters.

06. Tourism:

  1. Facilitating development of local tourism opportunities.

  2. Raising public awareness to promote tourism.

  3. Encouraging private sector investment in tourism.

  4. Submitting proposals to the government for tourism development.

  5. Ensuring safety for tourists.

  6. Maintaining cleanliness and law and order at tourist spots.

07. Political and Confidential Matters:

  1. Submitting bi-weekly confidential reports on the overall situation in the division to the government.

  2. Submitting confidential reports on special political circumstances.

  3. Reporting special significant events.

  4. Submitting confidential law and order-related reports.

08. Anti-Corruption Measures:

  1. Cooperating with the Anti-Corruption Commission.

  2. Taking effective steps on corruption complaints submitted by the public.

  3. Raising public awareness against corruption.

09. Public Mobilization:

  1. Implementing development projects through public mobilization.

  2. Encouraging the public to participate in new government programs.

10. Election-Related Matters:

  1. Carrying out assigned responsibilities related to national and local elections as directed by the Election Commission, including voter list preparation.

  2. Supervising preparation of national ID cards and voter lists.

  3. Administering oath of office for municipal mayors.

11. Statistics:

  1. Assisting with population census activities.

  2. Assisting with agricultural census activities.

12. Pension Matters:

  1. Preparing pension documents for retired employees.

  2. Supervising pension processing for retired officers/employees.

  3. Processing group insurance and welfare funds for deceased employees.

  4. Hearing and settling complaints related to insurance and welfare funds.

  5. Preparing and submitting quarterly reports on officials/employees entering LPR according to the calendar (January, April, July, October).

13. State Protocol:

  1. Arranging local logistics for visits of VVIPs.

  2. Managing reception, security, accommodation, transport, and food for VVIPs.

  3. Organizing meetings involving VVIPs.

  4. Supervising the construction/renovation/maintenance of Circuit Houses by the Public Works Department and District Commissioners.

14. Establishment Functions of the Divisional Commissioner:

  1. Recruitment, transfer, posting, and disciplinary actions of third and fourth-class employees.

  2. Writing/countersigning annual confidential reports (ACRs) of officers.

  3. Distribution of responsibilities among officers.

  4. Welfare activities in the divisional office.

  5. Settling audit objections.

  6. Transferring/posting Upazila Nirbahi Officers.

15. Training Programs:

  1. Arranging in-service training for probationary BCS (Administration) cadre officers.

  2. Attaching trainees to relevant training institutions.

  3. Organizing training for subordinate officers and employees.

16. Public Complaints and Investigations:

  1. Listening to and accepting public complaints.

  2. Conducting government-mandated investigations and submitting reports.

  3. Settling disputes.

17. Functions of Local Government Institutions:

  1. Monitoring and evaluating activities of local government institutions under District Councils.

  2. Liaising with the Ministry of Local Government, Rural Development and Cooperatives on local government issues.

18. Youth and Sports Development:

  1. Serving as Chair of the Divisional Sports Association.

  2. Initiating programs for youth development.

  3. Supervising and supporting youth training and loan distribution programs.

  4. Organizing local, national, and international sports events.

19. Implementation of Prime Minister’s Commitments:

  1. Evaluating and monitoring implementation of commitments made by the Hon'ble Prime Minister.

20. Monitoring of Coal, Hard Rock Extraction, and Energy Conservation:

  1. Monitoring energy conservation initiatives.

  2. Providing guidance to District Commissioners on resolving related issues.

21. NGO Affairs:

  1. Coordinating, monitoring, and evaluating NGO activities.

22. Implementation of Vision-2021, Good Governance, Mission, Vision, and MDGs:

  1. Taking effective measures to implement Vision-2021.

  2. Taking steps to achieve PRSP targets.

  3. Ensuring good governance.

  4. Defining mission, vision, and objectives, and planning accordingly.

  5. Encouraging public and all relevant government/non-government bodies to achieve MDG targets.

23. Citizen Charter:

  1. Ensuring formulation and proper implementation of citizen charters in all offices including own office for transparency and efficient public service.

  2. Supervising activities of Union Information and Service Centers (UISC).

  3. Overseeing pilot projects for the 2nd Generation Citizen Charter aimed at service quality improvement.

24. Use of Information and Communication Technology (ICT)/E-Governance:

  1. Implementing ICT-based activities for public service, preparing subject-specific databases, and maximizing technology use.

  2. Creating and updating interactive district websites.

  3. Using video conferencing for communication and training.

  4. Implementing e-Governance and e-Reporting.

  5. Encouraging public use of information and communication technology.

25. Right to Information:

  1. Appointing officers responsible for providing information to the media/interested individuals.

  2. Establishing front desks to serve the public.

26. Climate Change, Adaptation, Sustainable Development, and Foreign Affairs:

  1. Promoting locally appropriate technologies for adaptation to climate change.

  2. Raising public awareness about global warming.
